Startling revelations suggest US President Barack Obama exempted the US Central Intelligence Service, CIA, from guidelines to avoid civilian casualties in drone strikes in Pakistan.
The rules introduced in 2013 were allegedly meant to reduce the possibility of civilian casualties, but as evidence on the ground shows, civilians make up the majority of drone victims.
